Going through all the powers while playing tonight we couldn't find any powers that taunted enemies. Something like if the target doesn't attack you it takes damage, or just it need to attack you on it's next turn and no one else.

That specific type of action is something we actively avoided because we didn't want any powers in the game that we wouldn't want enemies using as well. That kind of power smacks of mind control, so we tried to solve the problem in other ways.

For example, Stalwart style has a few talents such as Interceptor, Aggressive Defense, and Stalwart Defender that do the kind of thing you are looking for, but in a much more proactive manner that seems less like mind control.

Insult (a use of the trickery skill) is probably the next closest thing we have other than quick actions and threatened area (not as effective). The Insurmountable stance in Divine Vitality serves a similar purpose, and Doppelganger Reflection/Scapegoat in the Supernatural Fae pact also leans in the direction of discouraging foes from attacking.

I still think its Ultron. Having powers to "see" into the future. Using his limitless knowledge of statistics and probability.
