I could have sworn I read somewhere if you use an action point you can heal wounds instead of scratches. Now I can't find that. Is this true or did I imagine reading that somewhere?

If you use an action point on any healing power you heal wounds. It's described with the Healing keyword on page 10 of the 2012 edition.
